C++17 does not support any kind of picture.
You can make picture with the use of graphic .but you can't import any picture in C++.
No any version of C++ can provide such kind of feature.

Pictures and graphics are displayed by the operating system. The C++ calls on OS API. In Windows, it's GDI (Graphical Device Interface). In Linux it's KDE or Gnome. macOS has its own API. You can also use Qt.
Lots of work.
