Click on 'Classroom' on the side menu. If you have a teacher account you will then be able to click the '+Add' button next to 'My Classrooms'. I believe that if you have a student account you will not be able to make new classes only join existing ones.

I don't thing that the questionaire want to add a classroom. For me the question sounds like how he can add a class in his programming project.
