Can I wirte data to an output .txt file? C++

Question

I have a program that reads data from a .txt file, and I want it to create a new .txt file and write data to it.

I have tried this:
outputFile.open((OutPutFileName.txt").c_str());

I have a problem!   The file name appears on the screen tab but the file is not created.
